A Resolution Authorizing and Providing for the Sale and Issuance of Two Series of General Obligation Sewerage System Promissory Notes, Levying Taxes for the Payment Thereof, and All Related Details

WHEREAS, the State of Wisconsin Clean Water Fund Program permits the Milwaukee Metropolitan Sewerage Commission to obtain financial assistance for the construction of eligible wastewater pollution abatement projects; and
WHEREAS, the Milwaukee Metropolitan Sewerage Commission intends to authorize, sell and issue general obligation sewerage system promissory notes for the Clean Water Fund Program projects as described below; and
WHEREAS, the Milwaukee Metropolitan Sewerage Commission has determined to sell the notes by private rather than public sale due to efficiencies of borrowing through the Clean Water Fund Program, including reduced issuance costs, flexible draw-down of principal and favorable interest rates.
NOW, THEREFORE, BE IT RESOLVED, by the Milwaukee Metropolitan Sewerage Commission that the resolutions attached hereto and described below are hereby adopted.
1. “A Resolution Authorizing and Providing for the Sale and Issuance of up to $3,490,520 General Obligation Sewerage System Promissory Notes, Series 2026C, Levying Taxes for the Payment Thereof, and All Related Details” for Clean Water Fund Program Project Number 3290-01, consisting of the design and construction of internal joint seals on the existing air header, tapping sleeves, pipe taps, and blind flanges for new access points to the existing air header, including weld repairs of exterior steel air header, masonry removal and restoration, replacement of ductile iron pipe and fittings, installation of stainless steel air pipe and fittings, valves and expansion joints, and removal and replacement of conduit and wiring, to reduce energy consumption of the west plant air header at the Jones Island Water Reclamation Facility.
2. “A Resolution Authorizing and Providing for the Sale and Issuance of up to $1,964,273 General Obligation Sewerage System Promissory Notes, Series 2026D, Levying Taxes for the Payment Thereof, and All Related Details” for Clean Water Fund Program Project Number 3308-01, consisting of replacement of the roofs of five buildings at the South Shore Water Reclamation Facility including, the removal of the fully ballasted ethylene propylene diene terpolymer roof systems and replacement with fully adhered polyvinyl chloride roofing membrane systems at the preliminary treatment facility, scum handling building, and sludge dewatering building, the removal and replacement of the fluid-applied membrane roofing system at the pickle liquor facility (roof 4 and roof 5), and the removal and replacement of the ladder, installation of fall protection, and re-sealing of coping joints at the central control facility.
